Warm Homes Plan 2026
The Warm Homes Plan (WHP) is the Labour government's flagship home energy upgrade scheme — a significant expansion of ECO4 with higher grant values, broader eligibility, and inclusion of owner-occupiers who weren't on means-tested benefits. Phased launch from 2025, with full rollout targeting 2030.
Up to £15,000 in upgrades for eligible owner-occupiers. Up to £5,000 per tenant (private rental sector). Covers solar, heat pumps, insulation, windows, and connections.
- Owner-occupiers: EPC D–G rating + eligible income bracket (details TBC in final legislation)
- Private renters: lower threshold — landlord must agree to the install
- Does NOT require means-tested benefits (broader than ECO4)
- Social housing: separate social housing decarbonisation fund strand
- Targets fuel-poor households first but wider income scope than ECO4
- EPC A–C already-efficient homes
- Commercial properties (separate Public Sector Decarbonisation scheme)
- Holiday lets, second homes
- New-build (separate Future Homes Standard pathway)
