## What Is ECO4?
The Energy Company Obligation (ECO4) requires large energy suppliers to fund energy efficiency improvements in low-income households. Eligible households can receive fully funded solar panel installations — often combined with battery storage — at zero cost.
## Who Qualifies?
Income: below £31,000/year OR receiving Universal Credit, Housing Benefit, Child Tax Credit, Income Support, Pension Credit, ESA or JSA.
Property: EPC rating D, E, F or G. Owner-occupier or private tenant (with landlord permission). England, Scotland or Wales.
ECO4 Flex: Your local council can refer you even above the income threshold if you are considered fuel-poor or vulnerable.

Greater Manchester: Manchester, Salford, Bolton, Wigan, Rochdale, Oldham, Tameside all have active LA Flex schemes.
Lancashire: Preston, Blackburn with Darwen, Burnley, Chorley, West Lancashire all active.
Yorkshire: Leeds, Bradford, Sheffield, Kirklees (Huddersfield), Calderdale (Halifax) all active.
## What Does a Funded Package Include?
Typically: 4kW solar panel system, hybrid inverter, MCS certificate, DNO application, 10-year workmanship warranty. Some schemes include 5.2kWh–9.5kWh battery storage.
